Develop a new service binding meant to collect metrics from telematics or xds services (cf diagram) and pass through to the cloud Time Series DataBase.
When connectivity is out then it should store them into a local TSDB waiting connectivity back, acting like a caching software. The cloud binding are going to be the same than the binding running in local. The local one will connect to the cloud importing the remote API. At the beggining, using "--ws-client=tcp://host:port/" binder flag.

Step Roadmap:

Binding will use 2 threads, principal one will write data in the TSDB as the second one should wake-up regularly to empty the local DB sending it to the cloud service.
Connectivity outage detection will be implemented after.
