Improve windowmanger-2017 Stabilize

      For windowmanager-2017, it had some issues that cause system unstable, need to be fix.

      Right now these four point need fix.

      Changed the sequence of emit signal
      Add specifying DrawingArea as activate surface parameter
      Modified broadcast to subscribe
      Modified enum start point
