Create process for managing patches in mirrored pachages
Description
During the integration of Agile Albacore we needed to back port changes from Linux kernel version 4.3 to AGL for the MOST USB driver. In the end we put them meta-agl-demo as a workaround. We need to move these changes into a permanent home and determine our long term strategy for picking up code changes to packages that only exist in meta-layers.

We removed /subsys from the equation to simplify it.
We have now /src and /staging .

I went ahead and did create these yesterday already:
/src /subsys /staging
and the ACL 'containers' in /zzz_acl/src_acl /zzz_acl/subsys_acl /zzz_acl/staging_acl
They are not globally visible as I populate the ACLs right now

Do you know when we'll be able to create / push to contrib repositories ? For this, we need the official "contrib" container (or did we choose another name ? I don't remember...) and the ability to define repository owner(s).
