Enable GPS support for all platforms

Description

Update the existing GPS binding to v2, and test with a USB GPS device. This will consist of 

1) enable gpsd recipe in AGL

2) update iot.bzh GPS binding to v2

3) build package, and write recipe for AGL

4) have navigation/poi application subscribe to location events
