add nativesdk-protobuf to TOOLCHAIN_HOST_TASK

Description

feature agl-oem-extra-libs includes protobuf library.
protobuf has host tool called protoc (compiler to generate stub code) which needed to be included in the native sdk part of the build.

We need to add nativesdk-protobuf to TOOLCHAIN_HOST_TASK as well.

Added DD-must-fix label.

This is a safe fix, and without this protoc is not really usable for cross compilation.
