While working through testing the abseil-cpp and python3-grpcio RISC-V fixes for pushing to upstream, I thought to test whether the libatomic fix we needed for python-grpcio is still required with scarthgap.  It seems it is not, likely due to libatomic fixes in glibc, so we should remove it on master branch.
