Since it is now possible to build cef and wam without needing Python 2 support, we should remove meta-python2 from the repo manifest and any remaining configuration that references it.  This clean up should help with switching to scarthgap since meta-python2 does not support anything newer than kirkstone, and also be one less thing to have cluttering the tree in the Quillback LTS.
