KUKSA.val JWT certificate not getting installed

Description

I've not tracked down the exact change that broke things with respect to dependencies, but in current master agl-ivi-demo-platform-flutter images the jwt.key.pub certificate file for JWT authorization with the KUKSA.val server & databroker is not getting installed into /etc/kuksa-val.  This breaks databroker startup as the configuration expects the certificate to be present.
