Update to VSS 4.0

Description

Testing of the new Flutter homescreen from ICS revealed that their internal testing with the upstream KUKSA.val databroker container was effectively using VSS 4.0 since that's the default in the upstream container build.  To avoid complicating the test and integration process, it seems better for us to upgrade AGL to VSS 4.0 ASAP.
