Navigation does not load tiles

    Description

      Wikimedia seems to have changed/introduced policy for using map tiles.

      Trying to load a tile both directly via a browser and from the Navigation app returns a 403 Forbidden error:

      Jun 07 11:01:45 h3ulcb afbd-navigation[1676]: QGeoTileRequestManager: Failed to fetch tile (23612,51412,17) 5 times, giving up. 
Last error message was: 'Error transferring https://maps.wikimedia.org/osm-intl/17/23612/51412.png - server replied: 
Forbidden: Map tiles are restricted to Wikimedia & affiliated sites only. 
See https://wikitech.wikimedia.org/wiki/Maps/External_usage if you believe your usage supports the Movement.'
