Forward port of some CES Flutter cluster changes that were missed

Description

I missed forward porting a couple of changes around the addition of the remote navigation streaming to the Flutter instrument cluster from Needlefish after CES.  Since https://lf-automotivelinux.atlassian.net/browse/SPEC-4640#icft=SPEC-4640 has been closed, I'm opening this issue to track getting the missing changes into master and Octopus.

It turned out to just be one change that I'd missed, adding the remote display receiver to the Flutter cluster image, the full IVI + cluster demo with the Flutter cluster image should be at feature parity with CES as of 15.0.2.
