Increase default CAN device transmit queue size

The default transmit queue length on physical CAN devices is 10, which seems basically unworkable with any significant message sending application on the host, e.g. the simple_can_simulator.py script immediately fails.  The default length should be increased to make sending CAN messages more robust.
