Show on top of page an invitation to follow a link to get the latest version.

The link URL point to
http://docs.automotivelinux.org/docs/en/latest/

Which does not exist.

Fixed by rework about new documentation workflow  (see https://lf-automotivelinux.atlassian.net/browse/SPEC-2044#icft=SPEC-2044)

This needs to be changed in the jekyll templates, not in the build procedure.
