Probably this will be fixed by SPEC-4252, but thought on still documenting it.

Compositor says that it never gets the ready request or it gets any panel or background request. Only a temporary surfaces is being created:

Attached WebAppMgr log and current running aps for journaltctl.

Note that this does not happen always, some boots do bring up the apps.
