snapshots do not have openssh-server

Description

I've tried with 

https://download.automotivelinux.org/AGL/snapshots/master/latest/raspberrypi4/deploy/images/raspberrypi4-64/

But I've also tried building latest image for h3ulcb and there I have it.

AFAIU the following

IMAGE_FEATURES_REPLACES_ssh-server-openssh = "ssh-server-dropbear"

ony works if ssh-server-openssh was already present in image features, which isn't.
