weston is handling to input device by libinput.
libinput find input device depend on libudev/udevd and require to /var/run/udev/data/* files. When guest container use default setting, systemd-udevd doesn't boot up. If I will modify to service file of systemd-udevd, it can bootup. But it doesn't create /var/run/udev/data/*.

I propose libudev-zero solution. It's library only solution for libinput.

On the other hand, this solution require to deeply HACK for systemd recipe. It' s big issue.
