Who shoud set the desired timestamps in poky-agl.conf.

Description

Existing AGL is fixing default time and file time stamp by line 34 and 35 of poky-agl.conf.
I know this description must need for reproducible building.

As a default that time set at 2020-06-29-03:06:4, that time has over one year gap now.

Should set at release date in AGL release?
Or should update to any date by downstream developer?
Or other?

We will update the timestamp with each release going forward.

We can update per release as this changes hashes anyway.  Doing it differently would lead to more unnecessary rebuilds.
