Not able to switch ON the Bluetooth after restarting Raspberry pi4 in the AGL-demo image

Description

When the agl-demo image is run on raspberry pi4 for the first time, Bluetooth is working properly but when the raspberry pi4 is restarted or powered OFF then after powering it ON, We are not able to switch ON the Bluetooth from the settings window in AGL home screen.

The error log while switching ON bluetooth is below:

qml: Bluetooth set to true

failed bt verb: "adapter_state"

 qml: Bluetooth set to false

Reply Failed received for verb: "adapter_state"

failed bt verb: "adapter_state"

Reply Failed received for verb: "adapter_state"

 

Note: I have already included pi-bluetooth in the Raspberry pi 4 image to enable bluetooth.

I'm seeing what I believe is the same issue with the Bluetooth on the AGL reference hardware WLAN card, I suspect the last go around of changes to agl-service-bluetooth to try to handle new HCI devices appearing after BlueZ has started are not working in some fashion.  I will see if I can figure out what's going on.
