Add testcase of get and get_fanspeed api to hvac service module.  now,  “pytest /usr/lib/python3.8/site-packages/pyagl/tests/test_hvac.py”  run okay, but its  test suite may not be complete. add boundary value and invalid input, and check their corresponding status respectively.
