Some qtbase configuration changes should be common

At the moment, some qtbase recipe configuration changes required for running Qt on top of Wayland live in the bbappend in meta-agl-demo.  This is less than ideal, as it means any other Qt use on top of meta-agl-core needs to duplicate them.  This issue is to track shifting the Wayland enabling changes to a dynamic-layer addition for meta-qt5 in meta-agl-core.  In a practical sense, this is require to enable building the IC EG's new cluster reference UI demo application.
