[VIRT-002] Define necessary devices for virtual AGL and implement respective VirtIO drivers

Step 1: Cooperate with IC-EG, IVI-EG and SAT to define which devices are necessary virtual AGL and assign priority.

Step 2: Based on the priority defined in task 2-1, design and implement the high prioritized VirtIO frontend (including define virtio driver interface)
