Don't blank screen when lease client crashes

Description

In early discussions of DRM Lease functionality, there was a comment stating that when a DRM lease client crashes, the screen should not be blanked. 

More specifically the this should work as follows:

  • When a client crashes, the screen should not return to a blank screen.  The screen should keep the last displayed frame of the client

  • When a client exits normally, the screen should return to a blank screen.

  • When the client resumes, it should be able to continue outputting on the same screen

  • After the client crashes, another client can take over the lease (i.e. the lease is not reserved for crashed client)
