Start agl-service-hvac on boot

Currently agl-service-hvac is only started when it is a dependency of another binding or application. To simplify automated testing and hopefully reduce subsequent application start up time, it would be preferable if it was configured to start on boot (i.e. "run-by-default" permission in its widget configuration
