agl-service-weather: does not start up on h3/agl-image-ivi-crosssdk by default

Description

When running CI on the h3 using agl-image-ivi-crosssdk  agl-service-weather is not started.

a) systemctl -a   | grep weather is empty

b) after

afm-util start agl-service-weather

systemctl -a | grep weather shows the service

all works just the 'known' issue of can_write_wo_auth is left.
