Provide a bounding box for controlling the area for the dialog/pop-up window
Description
The older windowmanager allowed to define a constrained area in which to place the/a window.
Need to provide the same kind of functionality such that pop-up/dialog windows can be placed in the desktop surface role area (that is, it can occlude the panels or not).

Series has landed now in master. Protocol now contains a bounding area for this purpose.
