Backport some create_combined_dtb / pi updates to flounder

Description

I'm attempting to build a custom image with my app in an older version of AGL to compare its performance and behavior with a newer version.

I needed to port a couple of the differences from the latest create-combined-dtb recipe over here in flounder in order to get it to build, possibly because I'm adding custom DTB overlays in my layer.

I will submit a gerrit review shortly.

 submitted gerrit 23738 to fix this issue. Was merged to flounder branch and would have been included in a FF 6.0.6 release, but we never did one. The fix was not cherry picked anywhere else because RPI 3 support was ended.
