meta-updater is broken for raspberrypi

Description

meta-updater-raspberrypi is unused for AGL SOTA build.

Currently sota feature can only be used on qemu, this is fix by:
see: https://gerrit.automotivelinux.org/gerrit/c/AGL/meta-agl/+/23630

And meta-updater-raspberrypi is never used for SOTA build.
