[ci-management, releng-scripts] prepare insertion of raspberrypi4 target (CIB, CIBT)

We want to add the pi4 to the build targets. Prepare the steps for ci-management and releng-scripts.

raspberrypi4 is not built along CIB. but we cannot go further (CIBT) since rpi4 is not handled by LAVA ()
