Enable Xen for Renesas R-Car M3

Description

Enable Xen support for the Renesas R-Car M3 uclb. A new Xen binary will be deployed as well as Xen-compatible device tree.

A new feature named agl-virt-xen should be added to enable it.

I see that during the xen build the version stable-4.13 is expected to be used:

but we faced with build error

ERROR: xen-4.13+gitAUTOINC+721f2c323c-r0 do_fetch: Fetcher failure: Unable to find revision 721f2c323ca55c77857c93e7275b4a93a0e15e1f in branch stable even from upstream

The the following correction helps:

XEN_BRANCH = "stable" -> XEN_BRANCH = "stable-4.13"

In theory the same Xen binary should also work on H3, but I could only test it on M3.

To enable it also on H3, a Xen specific device tree should also be created for H3.
