The alexa-voiceagent-service tries to create several SQLite databases and some JSON state files inside the binding installation hierarchy, which no longer works when running on Halibut with the security model changes to no longer run bindings as root.  As well, having the main JSON configuration file that needs modification inside the binding hierarchy requires fixing its SMACK label on any modification.  These issues need to be addressed to make the voiceagent usable out of the box.
