Auto-enable WAM remote debug when agl-devel is set

      When creating an image with the agl-devel feature, it is expected that the WAM remote debugger is enabled by default when booting up the image.

      To do that, we could just create the correct files that enable the remote debugger.

      Related to SPEC-2327.
