Design the Window Manager API within the new AGL Wayland compositor.

The WM API bridges Weston's core surface handling, with the HMI and policy framework deciding which windows should be presented in which way.

The WM API should offer easy manipulation of the window list by adopters, including e.g. zpos-based window stacking API. It should also allow callbacks into product-specific code, allowing policy decisions to be made.
