pipewire does not work with platform scope services

Description

The agl-service-radio binding has been set to run inside platform scope, as it drives the radio hardware directly and should only have a single instance.  However, currently it is unable to play audio, as the pipewire systemd configuration is such that it only runs at the user scope level.

Pipewire in master now runs at system scope. We can probably revert the change in the radio service.
