Browser doesn't receive keyboard focus

    Description

      The browser doesn't receive the keyboard focus when it's opened or its window raised:

      LayerManagerControl get input focus
      surface 1351: pointer
      surface 1:
      surface 2:

      This is the same bug as SPEC-1892, it seems to have surfaced again in halibut.
