USB radio(RTL-SDR) not work in Rapberry Pi

Test Env:  GG7.0.1,  RPI3B,  M3+KFm06, Intel Up2

USB Radio: RTL-SDR BLOG R820T2 RTL2832U 1PPM TCXO SMA SOFTWARE DEFINED RADIO WITH DIPOLE ANTENNA KIT

Test Rusult:

Up2: work well !

RPI3B:  can not scan, can not play
