Settings has visual corruption occurred and HW Recovery error when Renesas R-Car BSP v3.15.0 updated

In progress update to BSP v3.15, settings apps shown visual corruption in QtText.

Patch has been rebased and tested successfully on M3ULCB and H3ULCB.

I merged it a few minutes ago and we'll push a notification on the mailing list.

Then we'll update the documentation to indicate the special procedure due to this hotfix.

A patch has been added to meta-agl (see here : https://gerrit.automotivelinux.org/gerrit/c/AGL/meta-agl/+/21357).
This patch fix the issue by copying the 3.19 GFX binaries at the right place of the 3.15 ones during setup of AGL for 'm3ulcb' and 'h3ulcb'.

Tested with success on m3ulcb.
