Sometimes when an error happens while a tag is activated, it  remains on this stay blocking any subsequent requests to poll for new targets, making it unusable.  

There's a solution implemented upstream via a new 'deactivate' interface, which can be used not only to resolve the described issue but also to power down the adapter. This interface is not available on agl FF or GG, the kernel changes were merged to 4.15 and neard changes are post release 0.16.

The required changes would need to be manually backported to the current yocto rocko version or alternatively keep this task on hold until the next yocto upgrade happens, to re-evaluate.
