Update neardal interface of agl-service-nfc to remove errors due to duplicated requests

Description
Avoid duplicate requests to power up or set the nfc adapter in active mode to scan for tags.
The duplicate requests are discarded by neardal and return an error message. This can be avoided by checking the adapter status before the calls to power up or start polling.
While updating this interface, removing the installed callbacks should also be done on exit, to avoid a callback running while shutting down agl-service-nfc poll loop structures.
