Waltham-transmitter: Code refactoring

Description

In the function "transmitter_surface_gather_state", there is no free processing after malloc. We confirmed that this does not lead the system to go wrong as of now, but it has to be fixed.
ADIT will check whole waltham-transmitter codes again with statistic code analysis.
