Window Manager sends events such as visible, syncDraw.

These events are not necessary for all subscriber. For now, libwindowmanager filers it by role.

But in the future, there may be some applications which has same role.

In this case, the applications will react to the signal, and it may cause unexpected behavior.

So Window Manager should send these events to each applications instead of subscriber.
