releng-scripts Need way to specify full URL for dtb for rpi3

Description

Until we have a combined dtb+dtbo, we need to substitute the dtb url with a full custom url to a canned dtb file (which is not in the build dir but on http://server/foo.dtb).

Please take care of that case in releng scripts.
