Phone app contacts not updating from connected PBAP device

Description

After connecting a PBAP capable device in Settings, Phone app no longer displays the contacts from the phone.

This was reported on the mailing list for Flouder 6.0.0 and I also confirmed the issue on M3+KF.

  Did you test with Flounder 6.0.1?   Gerrit 17231 only applied to guppy and I do not think it can be cherry picked to flounder unless I am missing something.

Not reproducible with https://gerrit.automotivelinux.org/gerrit/#/c/17231 (that patch is already merged).

not tested elsewhere, but based on the 3 problems identified we know it's a generic issue now.
