Delete dependency python-wand and Imagemagick from optee( R-Car)

Description

Optee required python-wand-native, and python-wand-native needs imagemagick  (https://lf-automotivelinux.atlassian.net/browse/SPEC-984#icft=SPEC-984)

However, latest optee doesn't use them.

Renesas BSP will improve this issue.
