xds-server: SDK Installation failed from xds-cli

When I install SDK from xds-cli command as follow, but it is fail.

I use xds-server in Docker [1], and xds-cli by CUI.
SDK is copied into /xdt/sdk/poky-agl/ in docker, but xds-cli shows "SDK is not installed".

[environment]
xds-server side:
Docker container :
TAG : 5.0
IMAGE ID 75d0a72dbb72

xds-agent/cli side:
Ubuntu 16.04 (I use aws server)
install xds app by apt-get [2]

SDK has been successfully set up and is ready to be used.
Each time you wish to use the SDK in a new shell session, you need to source the environment setup script e.g.
$ . /xdt/sdk/poky-agl/5.0.0/aarch64/89551c4d8f737dba1c5c5a91a426691b/environment-setup-aarch64-agl-linux
Installation failed (cannot init SetupFile path)

=> It's fail.

But SDK is copied.
