lab-agl-core: LAVA: rpi3: upgrade to upstream device-type

      We need to migrate labs to use the upstream LAVA device-type for rpi3 in order to be able to run upstream-based kernels and AGL/yocto based kernels on the same hardware.

      All of the LAVA patches below are needed for proper functioning, and the top 3 were only recently merged, so are not yet part of a LAVA release:
