ci-management jenkins jobs use "lava-tool submit-job --block" to submit LAVA jobs with blocking, however that feature has been deprecated in favor of "lava-tools wait-for-job".

However, initial tests with "wait-for-job" were unsucessful.  Perhaps there are dependencies on lava-server version?

Needs investigation.
