Add Makefile calling the build scripts to chrome-as-app build and upload to apps/chromium

Description

CI assumes :

make
make package

plus the final wgt file in package/*.wgt

If we add a simple makefile, CI will do its job w/o changes.

None

Main task is obsolete.
