Add a specific yocto layer for virtualization in AGL

In order to add virtualization support to AGL, the creation of a specific yocto layer is proposed.

In this way, configuration and recipes belonging to the different virtualization/hypervisors solutions can be put in the same place. Existing layers (e.g., meta-virtualization) will be assessed aiming to work upstream with existing projects.
