yocto: add generic ARM builds

      The AGL Yocto builds produce a generic x86 target for use by QEMU (qemux86), but ones are needed for ARM (32-bit and 64-bit)

      It seems upstream Yocto may have something for arm64 already: http://git.yoctoproject.org/cgit/cgit.cgi/poky/tree/meta/conf/machine/qemuarm64.conf

      And Linaro has created some as well: https://git.linaro.org/openembedded/meta-linaro.git/tree/meta-linaro/conf/machine
