intel-corei7-64 BSP: update .bbappend for usb device configs to match 4.8

Description

The .bbappend file in the current BSP only appends the .cfg fragments for kernel 4.4%

This patch adds a new 4.8%.bbappend that works for minnowboard

Environment

Minnowboard and any other Intel BSP that's using kernel 4.8
